Why does city venerate Confederate generals?

In a city that is two-thirds African-American and overwhelmingly liberal-Democratic, why is there a massive, monumental statue of Generals Robert E. Lee and Stonewall Jackson prominently displayed near the Baltimore Museum of Art?
